The population of the Minneapolis and St. Paul is about 200,000 less than that of San Jose. I don't know what suburbs San Jose has, but the MSP airport serves Bloomington (almost 100,000 people) and Western Wisconsin. I think that people in the San Jose area could fly out of Oakland or San Fran, so San Jose must be the ghetto airport. That is probably why MSP is so much better than SJO.
